Running is fine. Then I give up. There are likely many things you can attempt, but perhaps a third-party solution will work better here. Try this link but make sure to uncheck everything except Windows Update. It might seem like bad advice, but last time I spent four hours fixing a weird issue with Windows UWP apps and even the installation repair couldn't help—this tool did fix it (after a few of my own changes, though still...).
