I received my 3070 and updated the OC BIOS, but I didn’t update the silent BIOS. When I attempted an update now, a window appeared saying it couldn’t retrieve the current BIOS version. This is unusual since my GPU is the F62 version. Message GV-N3070AORUS M-8GD_A/F61/0B35

I've managed to upgrade the firmware from version 94.04.3A.40.10 to 94.04.25.80.96. After the update, I noticed some changes, but the main problem remains unchanged – the fans now run at +500rpm to 2200rpm and +30w on power limit, with stability improving when overclocking core clock and memory clock. The latest graphics driver is 31.0.15.4584 (Windows 11).
