Resolution is already chosen. Please confirm your desired setting. Graphics drivers are installed. You can adjust graphics options via the driver settings, including refresh rate.

he uses an HP Z600 with an 8-core 16-thread Xeon GPU powered by the Nvidia GTX 750 Ti. He enabled the Nvidia DSR factor, and everything functioned smoothly without any issues.

Replace the VGA display cable with HDMI or DisplayPort. Use only x2 or x4 connections; avoid DSR for all other ports. Other options won’t work properly.

What kind of screen does your sibling use? You can't go beyond what the display can handle. Even if you managed to make your operating system behave differently, it's likely your screen will stay empty or display a message about invalid input. It seems your brother has a high-resolution monitor, typically offering 1360x768 or 1366x768 native size.
