You're encountering a connection issue when trying to link your emulator to the phone via ADB. Here are some steps you can try:

1. Verify your network settings: Ensure your Chromebook is connected to the same Wi-Fi network as the emulator.
2. Check the phone's network settings: Confirm that your Android device is connected to the correct Wi-Fi network.
3. Update ADB and emulator: Make sure you have the latest versions of Android Studio, emulator, and ADB installed.
4. Use a different port: Try changing the port number in the connection command (e.g., 5556) to see if that resolves the issue.
5. Disable firewall/security software: Sometimes firewalls or antivirus programs can block ADB connections.
6. Restart your devices: Power cycle both your Chromebook and Android phone to clear any temporary glitches<|pad|>.

If the problem persists, consider checking your IP address or network configuration on both devices.

I think I may have found the solution. You may have to enable developer mode for android. Here is a tutorial for exactly this issue. I recommend to follow steps 6 - 8. Tell me if this works

I noticed the article today. I've spoken with a friend and believe it will function properly in developer mode.
