The warning appears when trying to run the Witcher 3 script merger or the new inspector. You've already restarted the net framework and reinstalled your operating system and drives, but it continues. On another point: update KB4530684 can't be applied regardless of attempts. Your system is set to Windows 1909 (x64), error code 0x800f081f. I've checked all available options, but nothing works. As mentioned, even after a full system reset, the issue persists.
