During startup, the system displays a CPU fan error, yet after booting into BIOS and restarting, everything functions properly. The CPU fan reports 0 RPM in hwinfo, but the fan appears to spin at its normal speed. This suggests a potential issue with the fan itself rather than the motherboard. The fans are correctly connected to the designated slot (CPUFAN near the top), and they have operated normally for an extended period, supporting the suspicion of a hardware fault. Cooler: Pccooler HS-115 (dual fan via provided Y splitter). Model: Asus B75m-plus. I’m considering swapping one of my case fans (Arctic P12) into the CPU fan connector after verifying if the problem lies with the motherboard or the fan.
The fan header indicates a reading of 1a. Power consumption details aren’t available in the documentation; you only have the RPM specification.
The motherboard might support both configurations, though PWM fans generally work with DC headers while the reverse isn't always guaranteed. I've learned about RPM measurement inaccuracies and possible wiring issues like loose connectors or pins that aren't making solid contact. You could test another header or even a SATA power adapter to check if the problem lies there.
Note: @Chikensoops Chinese parts often have shorter lifespans, particularly cheaper models. This seems to be a cooler similar to the standard Intel design. If you replace it with a Cooler Master i70/i70C, it performed well with my i5-2400, i3-2100 and i7-2600 systems I recently assembled for performance tuning. It's sleek, budget-friendly, and remains quiet even when running BeamNG and ATS at 1600p in low settings. Older EVGA SC cards still function properly.

I changed my fans and headers to P12-CPU/HS115-SYS and everything is working perfectly now. I still don’t understand the original issue. My cooler is an 80mm dual fan single tower model. I actually enjoyed this cooler a lot, especially because pccooler is a reputable Chinese brand. It was surprisingly quiet despite running dual 80mms at speeds above the rated 2200rpm. However, it’s one of their more affordable heatsinks. I think I’ll keep it until it fails completely. Then I plan to upgrade to something like a Deepcool Ice Edge Mini FS. I personally prefer not to use downdraft coolers.
I think the issue likely came from a loose pin link requiring extra lateral binding, or perhaps a loose MOMO connector. It could also mean you were using an AIO header instead of a fan header. Good that it was a simple solution.
