Did you wipe the HDD or SSD prior to installation? Have you reset the CMOS? Would it help to test Ubuntu just to rule out a hardware issue?

I decided to format the hard drive without clearing the CMOS. My partner suggested using Ubuntu, though I haven’t done that yet.

It seems the hard drive is faulty or the RAM is damaged. Replace both RAM modules and use MemTest86 on a USB stick. Boot from it and perform a full test cycle. It will take a long time, so it's best to leave it overnight. Share your findings afterward.
