Are there any options that let you adjust the speed or resistance? Your fans are running at full speed, and you have a 4-pin PWM header, but it seems not suitable for powering the SATA connection.

Power should come from the +12v and ground. A single wire connected to the PWM can manage the fans (if they use PWM control)
