I've been using my Gigabyte 4070 WindForce for more than a year, but lately it's only running with one fan and always at full speed, regardless of what the computer is doing. I've updated all the drivers and tried the Gigabyte software, but it won't let me turn off the fan. I fixed it once by unplugging my GPU, but now that doesn't work either. Any advice would be greatly appreciated!

Check Fan Control to see if it works. It seems the windforce has three fans, which matches your assumption. The stopped fan might be completely off, but you can usually find cheaper replacements. If it's a new unit, consider an RMA. Corrupted VBIOS is possible, but altering it is risky—try other solutions first.
