Are those two 16GB sticks? [Most people think four sticks are better for XMP. You might try adjusting the voltage to see if it stabilizes, but I don’t have personal experience.] How recent is your BIOS? [It’s possible there are newer updates for XMP and RAM support.]

The 9900k has a maximum rating of 2666, but you're managing to reach 3000. A few individuals might surpass it, though no assurances exist.

2 sticks of 16 GB RAM. I haven’t checked updating my BIOS since it’s something you usually avoid unless necessary. It seems like a higher risk than benefit. XMP works with my current BIOS and no one online has reported issues with my board, though I’ll investigate further. I found out what you’re right about—possibly it’s a subpar chip. Just to be sure, I might replace the RAM with another system to see if it runs faster and more reliably. If the CPU is the issue, then it is, but I’ll confirm it’s not the RAM.
