I'm selecting components for my new PC right now. I came across information that the 13700KF requires water cooling. Or can I just use air cooling instead? I'm trying to keep costs down.

You can use air cooling for your 13900k. It's definitely possible. Many assume it's risky since these chips generate heat, but that's not always the case. Adding a water cooler won't be easy, though, and you'll face challenges. Either air or water cooling works—just pick a suitable solution.
