I’m experiencing constant frame drops across most titles except a few such as BF4, AC BF, and Middle Earth Shadow of Mordor. In certain games like Bioshock Infinite, FC4, Borderlands, and many others, the issue is much more severe. My GPU is an R9 280x paired with an i5 4690 and an XFX 650W power supply that runs at 80+ PSU.
Frame drops are typical, your issue seems to be missing triple buffering activation. When you switch from 60 to around 58, it actually drops from 60 to 30. Try installing D3DOverrider—just open it, enable triple buffer, and start the game. You'll notice a big boost, especially in AC Black Flag.
