It would be helpful to know if you should clone into the new drive slot for the 3.0 port first, then move it to the 4.0 slot once you're ready to boot, or if another sequence works better.

It doesn't really matter either way, but I'd keep things exactly the same and just install the new SSD into the vacant space. If you need to rearrange anything later, do it during the troubleshooting step (#4 in my list). This ensures the old drive is already out, making the swap much simpler.

It probably wouldn’t cause any major slowdown. Using PCIe 3.0 should be efficient and fast for booting.

You're using your PC for everyday tasks. Unless you're moving huge amounts of data back and forth, it won't seem like much is happening.

For large-scale production, 5k speeds aren't essential. You can find excellent drives at reasonable costs by disregarding promotional tactics.

I rely on my PC for gaming and online tasks at home. The biggest data moves have been huge game downloads that I need to remove to free space.

The download limits will mainly depend on your internet speed and, to some extent, CPU speed since compressing files has become quite demanding lately. PCIe speed in SSD discussions really only becomes relevant for gaming when solutions like Direct Storage are widely adopted, which isn't the case yet.
