I’m preparing to upgrade my motherboard and CPU, so I’ll definitely need to reinstall Windows 8.1. If I do this, booting from the hard drive again will erase all my photos and music. I’m not concerned about programs.

Unless you organize your hard drive, I don’t understand why you’d want to lose anything?

You might end up losing it, right? Do you have another computer to pull data from? Or should I use cloud storage like Dropbox or Google Drive?

You may also perform a partial reinstall, restoring just the windows and software components. This keeps your personal files unchanged and renames the user folder to windows.old.
