@Dan should verify the MMIO Lock option within the TPL window. Execute Cinebench and monitor the Limit Reasons display during execution to identify any throttling explanations.

Dan illustrated this as a BIOS problem. The BIOS isn't configuring the maximum multiplier register properly. Have you installed the newest BIOS update? https://www.msi.com/Motherboard/PRO-Z690-A-WIFI/support

I updated the BIOS during assembly, thinking my CPU wasn't compatible with the board. I used the latest version available online. I plan to refresh the BIOS and check for improvements.

@Dan mentioned MSI might have added 13th Gen support to your Z690 board. Have you performed a fresh Windows 11 installation? Check the Windows Power Options and verify the Maximum processor state is at 100%. You can also attempt the Restore plan defaults option. Consider adjusting Speed Shift Max in the ThrottleStop TPL window to 255.

BIOS updated, performance seems stable now. Uncertain about the initial update process. Thought it was a straightforward fix, a bit surprised I hadn’t tried sooner. For extra assurance, I ran a Cinebench multithread test—results show 100C on P cores and 80C on E cores, with idle temps just under 40C.

@Dan suggested lowering the voltage to cut down heat. A negative offset of -50 mV to -100 mV can have a noticeable impact. Check the VCore voltage in HWINFO. When you run Cinebench, less voltage or a better cooler works best. Temperatures should stay acceptable unless you're doing stress tests.
