My gaming setup includes a Core i5 6600K at 4.5GHz, an unmodified EVGA GeForce GTX 960 SSC with 4GB VRAM, 8GB RAM (planned upgrade to 16), an Asus Sabertooth Z170 Mark I motherboard, and Windows 10 Home. Initially, GTA V ran at around 60 FPS but stuttered. Using VSync partially resolved the issue, though it still slowed performance during pauses. Currently, I’m down to about 30 FPS. The GPU isn’t overheating, and VRAM usage is limited to roughly 3GB. When playing the game, only utilities run. Seeking advice on improving frame rates.

Using Vsync limits your frame rate to 30 FPS, unless you're working with a monitor that supports a higher refresh rate.
At 60Hz with V-Sync at half, the highest achievable frame rate is 30 FPS.
I restored it to full Vsync, and it appears to perform better now than before. Occasionally it works fine, other times it doesn’t.
