The Intel box isn’t being throttled at all. I’m not seeing any core changes when I begin iPerfing. Switching to 9K jumbos didn’t affect things as I expected, so there must be another factor at play. I don’t know what’s slowing down the performance. I’m running on an Intel X540.
In the advanced settings (right-click the NIC in Control Panel → Network and Internet → Network Connections > Properties → Advanced), search for terms like VMQ or Virtual Machine queues. If they’re active, turn them off. One of your NICs had this feature enabled by default, which negatively affected its performance. It was a SolarFlare card, not an Intel one, but still worth reviewing. Edit: Also verify Priority and VLAN settings and disable those as well.
No similar items were detected. Packet Priority and VLAN were turned off, yet results remained unchanged. It’s puzzling why Windows 10 appears so poorly set up for such a common tool.
Adjusting a few adapter configurations from that discussion brought me up to 6 Gbps reception and 3.2 Gbps sending. That's a clear boost. I won't rely on the tunables mentioned there—they're just too unreliable and would lead to huge packet loss.
