Since you can't place the operating system on a swap partition, the Linux kernel treats it as swap space. It's likely insufficient for the full OS size. You should install it on a properly sized, formatted partition with the root directory mounted at "/". While Chrome OS probably installs users differently, a small partition under "/home" might be useful. Even if it doesn't store local data, this could still be beneficial.
