However, the performance remains unsuitable. The average frames per second doesn't provide any useful insight.

It remains unresolved. You're likely correct. I'm testing Vice City Stories on my PS2 emulator, and I'll hold off until they address the issue. It was a poor investment since I bought the PC version at launch.

Playing it right now feels quite enjoyable with no performance problems on my 970. The only quirk I’ve noticed is this odd graininess the game has—almost like a very fine dust. It shows up everywhere, not just in fights but also during cut scenes. Everything runs at full speed with no stutters or drops. Nighttime is really intense.

I've noticed many issues reported on Steam and other platforms. It seems to work well for some users, but maintaining 60 fps isn't guaranteed.

It seems to be a solid experience. A lot of enjoyment comes from testing stock clocks across various systems. It’s possible I’m missing some issues that aren’t obvious. I haven’t relied on FPS meters or similar tools—just focused on gameplay and having fun. The installation on my HDD works well, and the loading screens remain manageable. Motion blur is disabled as well.
