Last night I purchased a second-hand sapphire rx570 nitro+ and after installing the drivers, the crash report app shows an issue and Windows says the device has stopped working due to reported problems (code 43). I’m not sure if the problem is with Windows or if the GPU itself is damaged.

Consensus reached. Inspect the card closely for minor DIP switches. Some cards allow choosing between two BIOS versions—one optimized for mining, another standard.
Observation noted. The Nitro cards featured BIOS switches as well. A video demonstrates their usage.
