I’m not aware of any offline programs, though Windows Update works when connected online. Personally, I search for hardware parts using the term “driver” and often find support pages with the newest versions available.

I understand, but in some situations I used a 450 notebook and the driver page can be frustrating. It often takes a long time to download a driver, and it doesn’t work even though I only have 59 kbps. That’s really annoying and makes me frustrated.

No tool exists to verify the latest version or check internet connectivity. For laptops, it's advisable to use the manufacturer's software or center for updates. I generally don't rely on driver sweepers or updaters due to past issues.
