Download speeds for games are limited once reached at certain points in the MS Store or Xbox application.
I recently purchased the Game Pass Ultimate and whenever I attempt to download games, my speed becomes limited after about 15GB of download. I usually download from Steam, Origin, EA desktop app, Epic store, etc., and I get full speed, but this issue only occurs when I use the Windows Store or the Xbox app for PC. I’ve checked my internet connection and bandwidth, confirmed there are no metered limits, but everything seems fine. I tried resetting my Xbox and the store app, but nothing resolved it. It appears to work well initially at around 10Gbps, but after about 15GB, the speed drops to 1-2mbps and stays that way. My target is 50mbps, and I found this in the resource monitor: https://imgur.com/OoAbhvR. See the first image here: https://i.imgur.com/OoAbhvR.png. This issue appears during the initial few minutes of download. The second image shows the problem after reaching 12-15GB: https://imgur.com/xewhTLK.
You may wish to check for any pending BIOS updates. Ensure you're using the most recent version, preferably 21H1. If so, remove the Ethernet driver and reinstall the newest one from the manufacturer's support page, placing it in an elevated command prompt—right-click the installer and select Run as Administrator.
