I resolved the issue by removing my entire OneDrive folder from the 2TB HDD. On my laptop, I had an older version of the OneDrive folder that I left out overnight to download 2GB. After completing the download and confirming "All Files Up To Date" on my laptop, I restored the folder to my PC's HDD and enabled Windows 8.1 OneDrive sync. No files were uploaded or downloaded, and now Windows 8.1 reports everything is up to date. As a reminder, I also back up my PC to a NAS that includes my OneDrive folder, and I suggest others avoid relying solely on OneDrive for backups—it mainly serves as a syncing tool.
