Hi, I see you're facing some issues setting up Windows 8.1 with a USB drive. Since you worked with Vista before, you might be able to use similar tools. You can look into software like Rufus or Windows ISO Creator to burn the ISO onto a DVD. Let me know if you need more details!
Some folks still use Vista. It should function properly; you can also place the ISO on a USB stick. This is how I installed the Tech Preview on my Surface Pro 3. Note: earlier I misread the instructions—believed it was for a DVD, but it actually worked fine. I formatted the USB drive myself so it could act as a bootable drive using Windows' built-in disk manager and then simply dropped the ISO onto it. Updated October 15, 2014 by ThatCoolBlueKidd
This program has been used frequently. I highly recommend it.
I used the Windows 7 USB/DVD tool and it functioned properly. The burning process was quick. When I inserted the drive into the PC, I attempted to format it but it refused. I then used a Vista disc, formatted the drive there, and it worked successfully. Appreciate your assistance!
