I just had my old machine repaired since my parents are using it more often. It has a Pentium dual-core processor with an e6600, 4GB RAM at 1066 MHz, and no GPU. This issue pops up whenever I run Dota, but not when I play League of Legends.

Consider bringing it in if it was recently repaired. Also, double-check the installation via Steam—it might seem odd, but it could be effective.
