This setup involves an older CPU combined with a newer GPU. The 4060 isn't a strong graphics card, yet the 4790k is so outdated that it probably limits performance in most scenarios, particularly when playing at 1080p.

It’s not possible. An Intel motherboard typically only accommodates two generations of Intel CPUs, meaning it’s outdated for a newer CPU. A replacement CPU will also need a new motherboard, possibly with DDR5 RAM.

An increase in FPS suggests your CPU can handle better graphics settings. If FPS remains unchanged, your CPU might be the limiting factor. An upgrade would need a new CPU and a new processor if CPU-limited. Current RAM is usually enough, with 32GB being sufficient. DDR4 and DDR5 perform similarly. 4790K processors can be overclocked by about 35% with a Z-prefixed motherboard and a good cooler.

needs rams too, then this 200$ used gpu upgrade suddenly becomes a 500$ rebuilt thing. not sure if it's worth it. i only play at 1600p because of my monitor, and i need 30fps with lossless frame generation to hit 60fps. with a 4060ti, i can max graphics in most games at 30fps.
