the amd software managing the apu also needs the appropriate control, and the power plan should be adjusted to performance mode if it will effectively manage power usage. based on what I observe, your gpu clock speed is 2200mhz, which is lower than the expected 2700mhz. ram speed remains separate. gpu clock and ram speed are distinct.
You're correct about the VRAM for integrated GPU. Apologies. Did you perform a Windows reset and still encounter the same issue? Were you reinstalling the graphics driver after the reset? And Adrenalin? How are the CPU/GPU temperatures? If the fan fails, the GPU could become stuck at base clock due to overheating.
I was using ultra in small games, but some couldn't even start due to "insufficient vram". Edit
And in the game, everything was set to very low or disabled settings, so part of the ram clock speed (and also the vram clock speed) being reduced to a quarter of its original value doesn't explain this sudden slowdown.
are you plugged into the wall ?
the laptop will downclock the gpu if its not plugged in. or when it hits to a certain battery point
