I owned a Pentium G3258 and the game suffered from severe stuttering and texture issues. After reaching out to Rockstar, they advised adjusting my VSYNC settings to half and the game functioned perfectly—no lag, no pops, or missing assets, just smooth performance. It runs at 30 frames per second thanks to VSync on a dual-core system. It’s the best solution for enjoying the game, even though I still don’t like it. It fixed all my previous issues and let me play again!

I believe we should rely on the console as the primary CPU. If it supports a quad-core processor, we should too because many recent titles are now available for consoles.

Upgrade to an i5-4670 or 4460 depending on your budget. If you're stuck with an H7, it makes sense to go for the 4690k instead of waiting.
