I've switched to a 4070ti paired with an air-cooled i7 12700. The performance drops to around 70fps on average when playing Cyberpunk at full resolution without ray tracing. My GPU uses 30-40% CPU utilization with 58c on the CPU, while the core stays over 77%. In comparison, an RTX 4070ti with a Ryzen 7 5800X3D averages 120-130fps. It seems the 12700 might be limiting the 4070ti's performance. Upgrading the CPU cooler to water could help, but there might be other factors to consider.
Even with limited bandwidth, I think a 12th gen i7 wouldn't really slow down that much of a performance gap—something else might be the issue. Background processes? Double-check if your settings match the video you saw. Most components only start throttling around mid-80s clock speeds. Load more hardware details and try again with identical settings, sharing some screenshots if you want. Note: the 5800X3D is known for high frame rates, but a 50-frame difference from a 12.7GHz might be noticeable depending on the situation.
