I'm considering purchasing a new prebuilt PC from the company "shinobee" that includes a GTX 1050 Ti GPU, an FX 8320e CPU, and a 400-watt power supply. I want to know if the 400-watt unit is sufficient for this setup.

They wouldn't buy a computer with an insufficient power supply unit. Just assume it will be of poor quality, especially if the manufacturer doesn't mention a brand name.

Generally, a solid 400W power supply should suffice for an 8320e (~158W) and a 1050 Ti (~75W), especially if your system's total load is around 160W CPU + 75W GPU plus less than 100W for other components. If your PSU only provides about 300W at the +12V rail, it might reach its limit under full load, which isn't ideal.
