To ensure clarity, always include thermal paste. On a new CPU, a standard cooler usually already has it at the bottom. If you purchase an aftermarket cooler without it, you must add it yourself. I usually place a small dot in the middle and spread a thin layer with my finger. Other methods exist, but this approach has proven effective for me over the years.
