Does the power supply limitation affect this system?
After doing a few upgrades and seeing big improvements from these i am now wondering if it is also my PSU throttling my system
CPU: FX-8320
GPU: GTX 670
PSU: 550W corsair
CPU cooler: Noctua NH-D15
Motherboard: Gigabyte 990X gaming SLi board
It definately not thermal throttling and i dont think it is the vrm's as it all stays over 20 degrees on the thermal margins but when i overclock to 4.2GHz after 5 mins on prime95 the frequency starts to drop to 1.4GHz.

There is no such concept as PSU throttling. Attempting to extract more power from a PSU than it can safely provide will result in crashes, data loss, unexpected shutdowns or restarts.
If your CPU is throttling to 1.4GHz, it's often due to overheating. You claim your VRM stays within safe limits, but what about the CPU?

Sorry, the motherboard temperatures are around 40 degrees and the CPU exceeds its temperature thresholds using AOD.
