The current setup is an i5-6600k running at 4.7 GHz with a 1.355V supply, while the new i7-7700 non-K is available for $260. There are spare b150 motherboards available, and the question is whether the non-K CPU can be configured to utilize all four cores at maximum turbo on either the b150 or the z170 motherboard.

I own a B150 motherboard and can enable my locked 6600 to turbo across all cores. Yet it only reaches the turbo speed available for four cores. The claimed turbo speed is typically limited to the first two cores. Simply enabling turbo generally offers improved performance overall, since manually adjusting the multiplier removes the single-threaded turbo benefit.
