I aimed to create a MacOS VM but couldn't locate a safe ISO. Could anyone suggest a reliable method or source to obtain one?

Yes, technically it is allowed because Apple's terms specify running the software only on certified Apple devices. macOS isn't a free operating system; it's available to Apple device owners.
