To verify that it's the 'passport thing', open Task Manager and close any apps or processes you suspect are causing the slow shutdown. After that, perform a standard shutdown. If it closes properly after stopping 'the passport thing', you've identified the issue. Next, investigate the cause by checking the manufacturer's website or forum.

the system takes an unusual amount of time before the display goes dark and when it's about to shut down. everything works normally during the process.

If you choose Restart, it will power off and then begin the restart process at the standard pace.
