I'm really confused about what to do. I just changed my CPU, motherboard, and RAM recently. Every time I play Twitch/SLOBS with Fortnite, the game slows down (it feels like it's running at 60fps). Task Manager shows nothing above 55% usage – CPU around 30%, memory 50%, GPU 40%. The in-game FPS counter keeps showing 240+ most of the time and never drops below 144. I'm not sure what to do and don't know where to begin fixing this. Any advice would be really helpful right now.

Have you refreshed the system information and performed a complete Windows upgrade during the hardware modification?

Performed a re-install of Windows recently, but no changes were observed.
