CPU usage is limited in this situation. The HD4830 also struggles significantly, only reaching around 40fps on a Ryzen 5 5600X, which clearly points to GPU limitations rather than CPU bottlenecks. The drop is just about 10fps compared to when it's not driving. If you manage to locate an affordable and compatible 2000 or 3000 series I7 processor, that would be the best possible outcome. I recommend considering an "ultra low graphics mod" to boost performance, though it may result in a visual experience similar to GTA: SA.

I understand you're open to suggestions but still value your system's capabilities. Upgrading the processor could help reduce FPS drops during high-speed gameplay. It might not be enough on its own, but it could contribute to a better experience. After a few months, I plan to set up with a Ryzen 7 7800x3D and an RTX 4070 Super.

Honestly, you shouldn’t keep using the system you have if you want to play games. It’s just too slow and outdated. For around 100 euros, you can easily find a much better used machine than what you currently own. Upgrading the CPU, GPU, or anything else won’t make it worth it at this age.

because minimal just guarantees you can start the game, not that it will run smoothly or perform well.
and recommended only indicates you should be capable of achieving around 30fps with low detail.
as others have advised, a solid modern setup is necessary for this, and it’s essential for any current AAA title.
