High refresh rate offers good performance, though at 60fps it still feels limited. The frame times might improve slightly, but not significantly. Small gains are possible with better frame rates. Low response rates are beneficial in fighting games, allowing faster reactions and quicker adaptation.

Beyond FPS titles, 60 frames per second works well for most other games.

Yes, it will influence your performance slightly, though only marginally. Usually FPS games gain more from increased refresh rates.
For fighting games, just keep practicing.

I play Soul Calibur 6 on the PC; one thing that's hard to react to is Ivy's command grab. You need to predict and press a button beforehand to escape her hold. If I reacted when she showed her grab, would a higher refresh rate actually help me break free? And regarding low attacks in fast 3D fighting games, not the slow ones, but the slightly quicker ones—would I be able to block them more reliably?

From what I discovered, the answer is no. Current fighting games reach a maximum of 60 FPS and are built specifically to handle that speed, mainly because consoles have difficulty running games smoothly at that rate (especially at the beginning of this generation). As mentioned, it's better to prioritize faster response times from your screen rather than higher refresh rates.
