Setting DOCP in BIOS causes the system to restart repeatedly and enter safe mode.

I have the exact same issue. My rig is:
CPU: AMD Ryzen 5900X
MB: ASUS ROG Crosshair VIII Hero (Wi-Fi)
RAM: G-Skill Ripjaws 4000MHz, CL18
Whenever I use the D.O.C.P it does the exact same thing as yours. What I did to fix mine (temporary solution, but It'll do the trick if you want to use your PC while waiting for a better answer) I loaded the D.O.C.P which is 4000MHz CL18, and a whole bunch of stuff that I don't have the first clue what they mean. Then I lowered the Memory frequency from 4000MHz to 3800MHz and the FCLK frequency from 2000MHz to 1900MHz.

I just tested it. I changed my Memory Frequency from 3200MHz to 3000MHZ and adjusted the FCLK to 1500MHz, then restarted and encountered a bluescreen error with IOMap64.sys. After another reboot, it seems to work now. Thanks for the tips!

No issue, but as I mentioned earlier, it's just a short-term fix. Right now, I'm trying to determine the right settings so my parts operate with the same values listed on the box. I'm not aiming for anything more complex than that, but this temporary approach lets me use my PC mostly. (Under heavy load you might still face problems like Blue Screen or just an OS freeze)
