I just set the clock to 3600 MHz with DOCP and saved it, but the DRAM light came on and I can’t access BIOS. What should I do next?

Consider using one stick across multiple slots; perhaps one will boot, allowing you to adjust settings. If not, as @yaboistar mentioned, reset the CMOS.
