I recently swapped my R3 1300X for an R5 3600, which resulted in two bad RAM slots. Slots 1 and 2 functioned properly, but slots 3 and 4 emitted beep codes. I decided to re-seat the CPU, but the process led to a completely non-working machine. The main issues are: the power button doesn’t work, pins short-circuit without doing anything, no fans spin, and all lights fail to activate. The motherboard LEDs don’t light up even when power is supplied. Plugging in a USB device with LEDs works, suggesting the PSU might be the problem. I’ve tried removing RAM, taking out the 24-pin connector, re-seating it, and even changing the AC power source while the PSU was off—nothing changed. My specs include a PRIME B350 motherboard, an old R3 CPU, a current R5 3600, Corsair Vengeance LPX 3000MHz RAM, an MSI Gaming X GTX 1060, a S340 Elite case, WD Blue 1TB HDD, and a Samsung EVO SSD. It seems my motherboard may be faulty, possibly due to the LEDs not working under power. Any advice or assistance would be greatly appreciated.
Try resetting the 1300x settings and see if it resolves the issue.

They both mention. Your MOBO requires a BIOS update to function with that CPU. The Ryzen 5 3600 needs BIOS version 4801, while your older CPU works with BIOS 0406. You responded in time—please verify your BIOS version to confirm it’s 4801 or newer.
The R3 X64 and R5 X86 are different processor architectures. The R3 is a 64-bit processor, while the R5 is an older 32-bit design.
