I was thinking about upgrading my CPU cooler from amd stock to CM MasterLiquid 120 lite
My question is will I have the room to OC with 500W CoolerMaster PSU (not sure about the exact model, but it's pretty good quality)
The other components are:
AMD fx-8300
NVIDIA Gtx 1060 3 GB
1 x 8GB DDR3 RAM
Motherboard Gigabyte 970A-DS3P

The fan might not create a noticeable mark, but the OC could.

Don't stress, this MB won't allow OC to go too far—just enough for an additional 20-25W. That would match the power of 8320/50, which can run smoothly at normal speeds on that device.
