PC Specifications
CPU: Ryzen 5 5600
GPU: EVGA RTX 2070 Super
RAM: 32GB 3200mhz
PSU: PCCooler GI-K800 (around 800 watts, 80+ Gold)
Performance Issues: Sudden stuttering, lagging, poor screen recording. No overheating or throttling detected. Components not overloaded. Antivirus scans found no threats. Tried a Windows install on another drive but freezing persists. Possible causes: drivers, viruses, faulty GPU or CPU?

Welcome to the forums, newcomer!
BIOS version on your motherboard?
Power supply unit - PCCooler GI-K800 (around 800 watts, 80+ gold).
Even if it's a lower quality PSU, how old is it?
Operating system? Monitor make and model, resolution you're using or playing at? You didn't mention your storage brand or model.
No overheating or throttling issues. No bottlenecks detected (nothing is at 100%).
Case model? How are you keeping the processor cool?
Driver version for your RTX2070 Super?
Viruses? Run Malwarebytes to check.
Thread moved from the Components section to the Systems section.

Checked Bios ver though
Bios Ver: E7A38AMS.BM0
Build Date: 07/25/2024
Running Windows 10.
Monitor specs are unclear, just a vega 1080p at 75hz.
Latest version I managed to get from GeForce Experience (not using the NVIDIA app).
Scanned for viruses with various programs before this message.
Regarding case and CPU cooling – the joke is better as an image, but I can't upload it.

UPD:
PSU has been working for about 1.5 to 2 years; I bought one used.
Storage setup includes:
Seagate Barracuda ST4000DM004-2CV104 #1
Seagate Barracuda ST4000DM004-2CV104 #2
Toshiba HDWD110 #3

For screen recording you must obtain data from the graphics card via the PCI express bus. This process tends to be quite slow. In your setup, you only have PCIe-3.0, and it's unclear how many lanes are available. It might happen that certain applications activate and occupy the PCI express bus, disrupting the recording. Potential causes include graphics programs such as video games, video calls, OS effects, and possibly the new MS AI agent attempting to capture screenshots. Also verify power-saving configurations—there could be attempts to place the PCI express bus into power-saving mode. Begin by determining the actual PCIexpress bandwidth you have for reading, then assess the bandwidth required by your screen recording when functioning normally.

Both the motherboard and GPU support PCI-E 3.0 x16, and the RTX 20 series also adhere to a PCI-E 3.0 x16 width.

This indicates your theoretical read bandwidth is 16 GB/s. Previously, many graphics cards had much slower memory read speeds, making the current situation unclear. To record video at 1920x1024 at 75Hz with 32bpp you require 0.5 GB/s. If you could read at full speed it shouldn’t be an issue, but if you get much less you might hit limitations.

Examine your system's performance by checking Task Manager, Resource Monitor, and Process Explorer (Microsoft, free). Open each tool individually, keeping the window open while continuing your normal activities. Observe any changes during stuttering or lagging. It may require some trial and effort to identify which process is causing the issues. Take your time and stay methodical in your observations.

Yes, LCD monitor, did you anticipate a plasma display? What occurs when I change the settings to 30Hz or 60Hz? It seems to flicker and turn into a black screen while altering the frequency.

Which storage device is initiating the game download? To where will the saved recording be stored? Could the use of older hard disk drives be contributing to this issue?

I cannot upload images. There are multiple "Suspended" processes in Process Explorer.
