When attempting to play FO3 GOTY on Steam, the usual window displaying system settings appears, yet the game fails to launch. I've tried running it as an administrator and switching to compatibility mode for Vista SP2 without success. Any suggestions?

I went through this some time ago; there are definitely a few things you need to fix, though I managed to get the game running properly on Steam eventually. I can't verify it now because I'm at work, but I believe most of the solutions are listed on pcgamingwiki.com. The one I recall is adjusting the AI threads in the config file—without that, the game will crash during battles; you might need to look it up there.

I went through this some time ago; there are definitely a few things you need to fix, though I managed to get the game running properly on Steam eventually. I can't verify it now because I'm at work, but I believe most of the solutions are listed on pcgamingwiki.com. The one I recall is adjusting the AI threads in the config file—without that, the game will crash during battles; you might need to look it up there.

There are games for Windows Live installed. It will open and attempt to connect, but it may take several minutes to freeze, then prompt for a CD key cancellation before the game launches. I just experienced this yesterday.

I recently attempted to install Window Live multiple times, but each time the installation fails because of a network error. It seems I’ll need to try it again in an area with better internet speed.

Consider using the offline installer because the network has been shut down. You'll also need a Windows or Xbox game account, which is your new GFWL account.
