I'm sorry for the late response but I have been rather busy the last couple of days.
So, I'll give you my quick explanation for my budget economy.
My budget is around 200 to 300 dollars a month. I mean, that's what I can save. Instead of getting, let's say full 1500 dollars, I can instead buy with credit card and make payments. For instance, I can save 1500 dollars in 5 month (saving 300 dollars a month on average) or, I can get stuff and make 5 payments with my credit card and have it now instead of in 5 to 6 months. But first I am saving up a couple of hundreds of dollars, just in case I have a real life emergency so I don't get stuck with a big debt or something. I'm patient and cautious.
Having said that, my budget is basically time. I can just stretch a month or two (or make more payments) what i can save and later I get it. BUT, I'm not greedy or anxious. I know new stuff are always on the way, and if i keep kicking the ball forward, I will never end up buying anything. That's why I already decided on some key stuff to buy, and I'm just evaluating others based on money and gains.
Now. I was wondering about the XFX Swift 9070 XT (or the quicksilver because there's almost no price diference) because it costs 35k turkish liras, and the MSI Gaming Trio 5060 ti 16gb, was 33k TL. That means only a 50 dollars difference... I know, crazy! And if there really is a qualitative jump between that Nvidia and the AMD, for only 50 dollars... it makes you think, right?. BUT, because there's always a but, now I see that the 5060 dropped its price to 28k TL, and now there's a difference in money! Like almost 200 dollars difference. And if it continues like that, I will go with the Nvidia. I will leave the GPU for last because of these price variations. But this is why I was asking if it's worth it to get the 9070xt instead of the 5060ti considering if there is a small difference in price.
I'm also analyzing if I should get a Ryzen 7 9700x or the 9800X3D. At the beginning I wasn't going to get it because I didn't think I was going to give it a good use considering the GPU range I handle, but later I realize something important that my friend chatgpt helped me to figure out. From all the games I play, 60% of them are simulations, grand strategy and 4x games, and those games are more cpu dependent than gpu and it made me consider getting another option for cpu.
I definitely will go with the 9700x, but if the opportunity arises, I will try to get the X3D.
On a separate topic, I will go the Lian Li EDGE 850W gold. I realized that the price difference is 20 dollars compared to the 750W, and If I get any of those second option in gpu and/or cpu, it will be handy. Do you think it's enough wattage? I don't plan to do OC, or if I do, it will be slightly. Also the 7800X3D is almost the same price as a 9700x but I dont want to go to a previous older platform like AM4, although I considered it.
On a final note. I have been trying to get the Thermalright Phantom Spirit 120 but it's out of stock from everywhere. I can't find it anywhere. There's a lot of Pearless Assassin 120 and I saw the Frost Spirit 140. Which one would you recommend me, assuming I may get the 9800X3D? I don't want to go AIO because those are ridiculous in price here. I could buy the MOBO and ram and still have extra money for the price of a <Mod Edit> low quality AIO.

PS: If you tell me, why not a 5070 or a Ti version, well, those are ridiculously expensive. We are talking at least 400 dollars more than the 9070xt and not to speak of the 5060ti... Prices in Turkey are wild and it all comes down to luck and discounts (discounts can be veeeery good when the opportunity hits)

Taking into account your budget, unless you’re earning income from this PC, it would be wise to build up savings first before investing in one. This process might take longer, but having funds ready for emergencies is crucial while you finance the purchase. I don’t think you should risk your stability in such a situation. The cost of components will likely drop over time, and with the 5070 super 18GB card arriving soon, you might actually get a better deal later. I apologize if this came across as condescending, but I can’t recommend expensive parts to someone in this financial state.

Bro, most of that is already taken care of. I've been saving money for a while now. Now it's time to start purchasing the necessary parts. First I'll get the case and cooler, then the PSU, followed by the motherboard, RAM, CPU, and finally the GPU. This way, if something breaks, I can return it easily and test it on the go. That's how I planned the replacement job. It's straightforward, safe, and won't strain my budget. It'll take a few months, but I'm not in a hurry.
