Do you want a tool similar to Gparted that operates directly on Windows?
The standard Gparted works well for most users:

Do it work on windows? alternativeto.com doesn't say that. I made a partition with Windows 98SE on an SD card using an adapter from SD to IDE. Now I was trying to shrink the partition size and make other partitions for Windows 95 and data. Using the disk management tool in Windows 10 doesn't let me reduce the size. I then tried gparted with a bootable USB, but it didn't work either. So I deleted everything and created new partitions myself, and I think that would be the best solution.

Fat32 doesn't allow resizing. Any application that does is duplicating the data, removing the original partition, and then recreating it with the copied information.
