Is there an online tool, app, or browser extension that could let you download all pictures from an Instagram account? I already have a Firefox extension for this purpose, but using it caused my account to be temporarily locked out. The extension advises doing the download slowly because Instagram might block excessive activity, and I tried setting a slow speed but it wasn’t sufficient.

These aren't your images, you lack the proper authorization, so share them on the IG page and respect the rights!

If it’s your account or you have clear written permission, then it’s okay. Otherwise:
"When you shared a photo or video on Instagram, you retain the copyright. As the creator of the content, you can stop others from copying or sharing it. To manage the actions of 1 billion users, Instagram removes the ability to save photos directly from the app."
