I am going to buy a Digitalocean virtual private server and set it up as a VPN. I know that DO cares about DMCA rules, but if I use torrents, they could shut down my VPS. However, I am not using torrents right now. Just downloading movie warez from websites or file sharing sites, maybe some mp3s... Do they allow this? Does the same reaction happen for torrenting?

The DMCA doesn't matter much for how you steal data. Most torrent sites aren't banned because people usually download Linux images through torrents anyway. It's more like the RIAA that watches things closely and tells them to block you. They are very loud about it, especially with torrents, but they also watch common warez sites and even bigger file sharing places like Dropbox. I'm not sure why you wouldn't just use a service that doesn't keep your data or where legal pressure on the VPN company can't be placed. In many ways, being lucky is better than bad because all they do is delete your account. They technically have power over you and can take all your money if things go wrong.
