Check if your gaming mice and headphones include companion software for controlling lighting effects. Look for an option to disable lights entirely when the computer is powered down.

My mouse could possibly have such software, but I'm skeptical about my headphones since they're a low-cost brand I don't recognize. Thank you!

Both your motherboard BIOS and Windows power options might be configured to keep USB active even during shutdown, or your system could be set to sleep/hibernate rather than a full shutdown. I’d check both scenarios. Postscript. Refer to the discussion here: https://forums.
