You're in a new tier and your gear is close to 300, but vendors only list up to 270. That's why. Also, higher spec items often have lower gear scores and vice versa—it doesn't make sense at first glance.

It would be better to join several similar discussions on the UBI forums. But the developers seem to dislike you and make it hard for you to find gear, I spent 2 1/2 weeks trying to assemble any of five builds, ended up with something close but had to give up skill power. If they made it easier, people might actually enjoy playing the game, but they can't let that happen. lol (but seriously, it's just bad design choices by the devs, vendors are pretty useless, gear has very wide windows for stats and lower gs are biased toward higher values while high gs items are skewed toward lower ones)

The division 2 is really a terrible experience. I’ve reached 60 hours played, am in the lower tier, and my gear score is 500. It’s impossible to assemble a good build without getting the rolls I need or want. I removed the game and am now playing siege all the time. The developers clearly messed up this game for me. Even though there are fans of it, the endless grinding to earn gear isn’t enjoyable for me.

I'm encouraging them to improve crafting so building becomes feasible, allowing players to choose attributes and skills that let them roll at a limited maximum. Using random number generation for gear with a big selection leads to a very poor gaming experience when all you need is basic functionality.
